If you have turned on two-factor authentication, you can enable iCloud Keychain without approval from another device. To turn on two-factor authentication: on your iPhone with iOS 9 or later, go to Settings > iCloud > Password & Security > Enable Two-Factor Authentication; on your Mac with OS X El Capitan or later, Click Apple menu > System Preferences > iCloud > Account Details, choose Security and then turn on Two-Factor Authentication.
