There is no universal answer for every Trainer. Your decision should depend on the Mega Energy you collected, your existing raid teams, the Mewtwo IVs available in your storage, and whether the Pokémon has a useful featured move or Special Background.
Before investing Candy, Candy XL, or Stardust, compare all the Mewtwo you caught. A high-IV Mewtwo, a Shiny Mewtwo, and a Mewtwo with a commemorative background may each have a different reason to keep.

The rotation made it easier to target specific Pokémon, complete type-based Field Research, collect Candy, and make progress toward type medals.
